In early 2026, changes to the eOselya subsidized mortgage program will come into effect in Ukraine, aimed at making it more accessible and targeted. Key innovations concern military personnel, the normative area of housing, and the cost per square meter. This was reported by Interfax-Ukraine.

According to Yevhen Metzger, head of Ukrfinzhytlo, from January 10, 2026, mobilized military personnel will be able to apply for a mortgage at 3% per annum. The government has made corresponding changes to Cabinet resolution No. 856, leveling the conditions for mobilized and contract soldiers. According to Metzger, this will reduce financial risks for military families and enhance social support for defenders.

eOselya 2026: who will receive a mortgage at 3% and what will change

From February 9, 2026, updated parameters regarding the area and cost of housing will take effect. The government has allowed limited deviations from the norms, but only under specific conditions:

  • exceeding the normative area by up to +10% - only for housing in the primary market up to three years old;
  • exceeding the cost per square meter - by up to +10%;
  • exceeding the maximum cost of housing - also by up to +10%.

At the same time, maximum area limits have been established: 115.5 sq. m for apartments and 125.5 sq. m for individual houses, which makes it more socially oriented according to the program's leadership.

New area standards and targeted support

The basic housing standards are also changing. Instead of a separate calculation for one person, the new rules include:

  • 52.5 sq. m for apartments or 62.5 sq. m for private houses for 1-2 persons;
  • plus 21 sq. m for each additional family member.

The eOselya program has been operational since October 2022. During this time, over 22,000 Ukrainians have received loans totaling nearly 38 billion UAH, with half of them being military personnel and representatives of the security sector. In 2025 alone, 7,300 families, including IDPs, medical professionals, teachers, and veterans, purchased housing under the program. There is also a compensation mechanism for IDPs and residents of frontline regions, which partially covers the first installment and payments in the first year of the mortgage.

It is worth noting that Ukraine plans to regulate the work of realtors, affecting up to 40 thousand real estate professionals.
