Increase in excise taxes on fuel in Ukraine

According to ХВИЛЯ: On January 1, 2026, there will be an increase in excise taxes on fuel in Ukraine, which will affect the prices of gasoline, diesel fuel, and automotive gas. The excise tax on gasoline will rise by 1.75 hryvnias per liter, on diesel fuel - by 2.25 hryvnias, and on automotive gas - by 1.5 hryvnias. This increase is part of a program in which the tax on gasoline has increased by 6 hryvnias per liter since its launch, on diesel - by 7 hryvnias, and on autogas - by 8 hryvnias.

After the introduction of the new excises in 2026, each liter of gasoline will contain 25 hryvnias in taxes, in diesel - 22 hryvnias, and in autogas - 16 hryvnias. The state treasury receives an additional 100 million hryvnias in excise revenues daily compared to 2024. However, the growth of excise taxes is also associated with certain economic consequences, as in 2025 the fleet of electric cars in Ukraine is expected to reach 225 thousand units. This will lead to budget losses, which will amount to over 40 billion hryvnias in 2025, and in 2026, the shortfall in excise revenues is expected to be over 20 billion hryvnias.

Economic consequences and societal reaction

In the context of the growing popularity of electric vehicles, the government in the United Kingdom is considering the introduction of a mileage tax for electric cars. Drivers are urged not to panic over the changes in excise taxes, as expert Serhiy Kuyun noted.

The increase in excise taxes on fuel in Ukraine, which will occur in 2026, is part of a broader strategy for funding the state budget but also highlights the challenges associated with the transition to electric vehicles. The growing popularity of electric cars may significantly reduce budget revenues from excise taxes on traditional types of fuel, which creates the need for a review of tax policy. Considering new trends in fuel usage may become a key aspect of ensuring the stability of state finances in the future.
