Global Interest in Concession-Based Road Projects

International companies are already expressing interest in building roads in Ukraine under concession agreements once the war concludes, according to Serhiy Sukhomlyn, head of the State Agency for Restoration and Development of Infrastructure. Sukhomlyn noted that proposals have already been received from Polish and Turkish trade organizations. He emphasized that such public-private partnerships for road construction are standard practice in developed nations.

Funding for Ukraine's Road Repairs

President Volodymyr Zelenskyy has stated that 52 billion hryvnias are required for road repairs across Ukraine. On March 12, Serhiy Sukhomlyn clarified that between 12 and 50 billion hryvnias are needed to fix winter damage. Major work on international highways is scheduled for completion by June, with pothole repair constituting 95-98% of all planned activities. The scale of damage highlights the immense challenge of rebuilding Ukraine's transport network, which is vital for economic recovery.

The State Audit Service is currently inspecting the municipal corporation Kyivavtodor. According to the audit service, funding for the road fund was virtually nonexistent for 2024-2025, while expenditures for capital repairs of municipal roads increased sharply. Sukhomlyn also pointed out that investors need to demonstrate a long-term source for recouping reconstruction costs, with the national road fund being one potential source.

Rebuilding Ukraine's infrastructure, particularly its road network, is a critical step in the country's post-war recovery.
