Japan Brings Back Russian Crude Oil Imports

According to Главком: Japan has resumed importing Russian crude oil from the Sakhalin-2 project, a move driven by the need to stabilize its domestic energy market amid rising global tensions. A tanker carrying the oil has already docked at the Taiyo Oil refinery in Imabari, where the crude will be processed into gasoline and other petroleum products. The purchase was made at the request of the Japanese government, as escalating conflicts in the Middle East threaten shipping routes through the Strait of Hormuz.

This development marks Japan's return to Russian energy imports after significantly reducing its reliance on Russian resources following Russia's full-scale invasion of Ukraine. Japan aligned with most Western nations in imposing sanctions on Russia in response to the war. Nevertheless, Tokyo continues to view its involvement in the Sakhalin-2 project as strategically essential.

Russian Oil Export Trends

According to the latest data, the average gross value of Russian oil exports over the past four weeks has reached $2.42 billion per week. Russia has managed to maintain export volumes thanks to:

  • rapid infrastructure repairs following Ukrainian strikes;
  • a sharp increase in global oil prices, which has allowed Moscow to significantly boost revenues.

The Sakhalin-2 project remains partially exempt from Western restrictions due to its strategic importance.

Japan's decision to resume importing Russian crude highlights the complexity of modern energy relationships, where countries must balance economic needs with political pressures. It also underscores Japan's determination to secure its energy supply, even if that means re-engaging with a nation under international sanctions. Such choices could have lasting implications for both regional and global energy policies.

The dynamics of oil exports continue to evolve, as evidenced by Russia's recent decision to resume shipments from the Novorossiysk terminal following a drone attack. This situation further illustrates the challenges and strategic calculations that countries face in securing energy resources amid geopolitical tensions. Understanding these developments provides crucial context to Japan's renewed engagement with Russian oil imports.
