Hospital Funding at Risk: Audit Reveals Widespread Systemic Failures Across Ukraine’s Medical Facilities
Systemic Failures Found in Medical Institutions
According to Главком: An investigation by the State Audit Service has uncovered deep-rooted problems in the majority of healthcare facilities funded through Ukraine’s National Health Service (NHSU). In 2025, auditors carried out 96 hospital inspections, and only one institution was found to be fully compliant. The primary goal of these audits was to assess whether hospitals meet the requirements set out in the NHSU service packages.
The findings indicate that many hospitals fail to meet mandatory standards regarding staff numbers, available equipment, and essential medications. Current contracts with the NHSU stipulate that the absence of even a single required component could lead to the loss of funding for the entire service package. This could severely impact hospitals’ ability to deliver quality medical care to patients.
Discussions Underway and Potential Reforms
Ongoing talks between auditors, the NHSU, and local authorities are exploring possible changes to how hospitals are funded. At present, the situation remains critical, and the need for reform is widely acknowledged. As Alla Basalaieva noted:
“We arrive and find that the specialist is missing-and never was there.” - Alla Basalaieva
This highlights the urgent need for greater attention to staffing and resource allocation in medical facilities.
The current state of healthcare institutions points to serious challenges within the broader health system. Meeting NHSU requirements is essential for securing funding, which directly affects the quality of medical services available to the public. The government’s next steps in this area could prove decisive in improving healthcare infrastructure and ensuring access to effective treatment for all citizens.
As the discussion surrounding healthcare funding intensifies, it's important to note that while systemic failures threaten the stability of many hospitals, there are also efforts to enhance medical support on the frontline. Recent initiatives are set to significantly increase salaries for emergency doctors, reflecting a growing recognition of their vital role in the healthcare system.
