Frontline Medical Funding Boost: Emergency Doctors to Earn Up to 45,000 Hryvnias
Increased Financial Support for Healthcare Facilities in War-Affected Regions
According to ХВИЛЯ: Ukraine's government has significantly raised funding for medical institutions near the front lines. Since the start of 2026, outpatient clinics have received over 130 million hryvnias in additional funds, while emergency medical centers have been allocated 277.6 million hryvnias. The average salary for emergency doctors in frontline regions has climbed to 45,000 hryvnias. A new system of bonuses has been introduced: doctors receive an extra 12,000 hryvnias per month, and nurses an additional 9,000 hryvnias. Young doctors who choose to work in rural areas or frontline communities are granted a one-time payment of 200,000 hryvnias for their service. Furthermore, the 2026 budget includes 100 million hryvnias earmarked for official housing for medical staff.
Starting in 2026, the state has ramped up financial assistance for primary care facilities and emergency medical centers. Clinics operating in active combat zones now receive 20% more funding for each patient declaration signed. For specialized hospitals, a dedicated package under the Medical Guarantees Program provides monthly bonuses to healthcare personnel.

Liashko also stressed the importance of ensuring that these extra resources reach medical teams, which includes raising salaries and improving working conditions. “Our goal is for people in frontline communities to have access to healthcare, and for medics to have the opportunity to work in their own communities,” the minister added.
Official Housing Program for Medical Workers
The official housing program for healthcare workers has been expanded, allowing them to receive apartments or houses funded by the state in frontline cities across Donetsk, Kharkiv, Kherson, Zaporizhzhia, and other regions. The 2026 budget allocates 100 million hryvnias to this program, aiming to improve living conditions for medical professionals in areas where they are most needed.
These measures underscore the Ukrainian government's efforts to sustain the healthcare system amid ongoing conflict and instability. The increased funding and better working conditions for medics in frontline regions could significantly enhance the accessibility of medical care for local residents-a critical need under current circumstances. The implementation of such programs may also encourage young specialists to remain and work in these areas, thereby strengthening the overall healthcare workforce.
