Ukraine Implements Updated System for Automatic Mobilization Deferrals
According to Главком: Ukraine has launched a revised system for the automatic extension of military service deferrals. The latest phase of this mass automatic renewal process concluded on February 2. Approximately 90% of deferral statuses are now updated automatically, eliminating the need for in-person visits to military offices or paper applications. All data is verified through state registries, and the results are displayed in the 'Reserve+' mobile application. This digital overhaul is part of a broader effort to streamline military administration during wartime.
Users of the 'Reserve+' app receive two types of notifications: a push alert when their data verification begins and a confirmation once their deferral is extended. If a user does not receive a notification, it may indicate insufficient or outdated information in the state databases. In such cases, the Ministry of Defense advises individuals to submit their documents at any convenient Administrative Service Center (ASC), as Territorial Recruitment and Social Support Centers (TRSSCs) no longer accept these applications.
Expanded Eligibility for Automatic Deferral Extensions
The list of categories eligible for automatic deferral extensions has been expanded to include seven new groups. These are:
- Parents of seriously ill children (without established disability status);
- Individuals caring for seriously ill family members;
- Guardians of persons deemed legally incapacitated;
- Military-eligible individuals whose spouse has a Group III disability;
- Persons caring for second- or third-degree relatives with disabilities;
- Single parents raising a child under the age of 18;
- Secondary education employees (school teachers).
Categories previously eligible for automatic extension include: individuals with disabilities or those temporarily unfit for service; parents of three or more children from one marriage; students; postgraduate students; higher and vocational education instructors; individuals released from captivity; and persons whose close relatives were killed or went missing during the war. The Verkhovna Rada is currently preparing amendments to mobilization rules, which may revoke deferrals for men aged 25 and older who are pursuing higher, postgraduate, or professional education. This potential change reflects the ongoing adaptation of mobilization policy to the needs of the conflict.
The implementation of this updated automatic extension mechanism aims to simplify the process for those entitled to deferrals, particularly for caregivers and guardians. The addition of new eligible categories demonstrates the state's attempt to account for the difficult circumstances many Ukrainians face during the war. However, potential legislative changes regarding mobilization could affect the status of certain groups, raising further questions among the public.
