Baltic Investment in Ukraine: A Look at 2025's Performance

According to Главком: Companies with Baltic co-owners operating in Ukraine have reported significant financial results for the first three quarters of 2025. According to data from YouControl, their combined revenue reached 111.94 billion UAH. Lithuanian-owned entities led with 53.7 billion UAH, followed by Latvian-owned companies at 28.7 billion UAH, and Estonian-owned firms at 28.54 billion UAH.

There are 1,407 registered companies in Ukraine with Lithuanian co-owners, with 723 of them based in Kyiv. Among the 135 Lithuanian-linked companies that reported positive revenue, 'Dalis Automotiv Group' LLC generated the highest sum at 5.52 billion UAH; 17.4% of its charter capital belongs to the Lithuanian firm Detales Plius. It is noteworthy that three companies with Lithuanian co-owners are subject to sanctions notifications, and 24 also have participants from Russia.

Latvian and Estonian Companies Operating in Ukraine

The 1,171 companies with Latvian co-owners in Ukraine also show substantial activity, with 641 registered in Kyiv. Of the 104 Latvian-linked companies that generated the 28.7 billion UAH in revenue, 'Elko Ukraine' LLC reported the highest figure at 5.5 billion UAH. Among these, 19 have sanctions notifications, and 35 also list participants from Russia.

Regarding Estonian investment, 983 companies in Ukraine have Estonian co-owners, 486 of which are located in Kyiv. A total of 115 Estonian-linked companies reported positive revenue of 28.54 billion UAH for the nine-month period in 2025, with 'Universal Fish Company' LLC earning the most. Within this group, 28 companies have sanctions notifications, and 26 maintain ties with Russian participants.

From 2022 to 2025, the number of companies with Estonian ties grew by 23%, while those with Latvian connections increased by 20%. This growth highlights the expanding footprint of Baltic businesses in Ukraine, even amidst ongoing geopolitical challenges. The Baltic states, as EU and NATO members, have been strong supporters of Ukraine, which provides context for this deepening economic engagement.

Despite the presence of sanctions and risks associated with Russian participants, businesses from Lithuania, Latvia, and Estonia continue to expand their operations.
