The worst-case scenario for the heating season

Housing and utilities expert Oleg Popenko warns that the upcoming heating season may be the most difficult, urging people to prepare their homes. According to ‘Hvylya’, Kyiv Mayor Vitali Klitschko indicated that winter could be extremely challenging due to Russian strikes on the city's energy facilities.

Popenko warned of a critical scenario, noting that with increased shelling, 80-90% of Kyiv could be left without electricity. The expert emphasizes that the authorities must carefully prepare for possible consequences and consider evacuation plans for residents in the event of a prolonged blackout.

'I do not rule out such a development of events. Therefore, people should consider that it might be better to leave the city during the cold period. Evacuating a city like Kyiv is physically impossible, so local authorities must take care of the citizens,' the expert stressed.

Measures to prevent a disaster

Oleg Popenko emphasizes the need for active actions by all ten districts of Kyiv to avoid critical situations. He highlights the necessity of calculating and preparing areas for temporary residence of citizens in case of heating and electricity outages.

The expert calls on the authorities to immediately take necessary measures to preserve the housing stock and develop action plans for the worst-case scenario.
