The government allocated 15 billion for business loans: which banks are included in the program

The Cabinet of Ministers of Ukraine approved the draft resolution 'On the provision of state guarantees on a portfolio basis in 2025', which was developed by the Ministry of Finance. According to this document, almost 15 billion UAH is planned to be allocated for state guarantees for 17 banks that have successfully passed the selection.

'State guarantees on a portfolio basis are a support tool for micro, small, and medium-sized businesses, allowing entrepreneurs to receive loans on more favorable terms. The state takes on partial obligations for the portfolio of loans, which stimulates banks to actively lend to entrepreneurs even in difficult wartime conditions,' said the Minister of Finance of Ukraine Sergiy Marchenko.

The total amount of state guarantees will amount to 14.99 billion UAH and will be distributed among 17 banks, including JSC 'Oschadbank', JSC 'Ukreximbank', AB 'Ukrgasbank', and others. According to the draft resolution, the Minister of Finance will have the right to conclude the necessary agreements with the program participants.

Since the start of the portfolio-based state guarantees instrument in December 2020, over 50 thousand loans have already been issued for a total amount of 163.5 billion UAH. In September, the volume of financing amounted to 1.7 billion UAH, more than half of which was guaranteed by the state.

The draft resolution approved by the Cabinet of Ministers of Ukraine on the provision of state guarantees on a portfolio basis in 2025 envisages the allocation of almost 15 billion UAH for 17 banks to support micro, small, and medium-sized businesses. This program facilitates entrepreneurs' access to loans on favorable terms and encourages banks to actively lend to entrepreneurs even in difficult conditions, including wartime. State guarantees on a portfolio basis have already demonstrated their effectiveness, as evidenced by the issuance of over 50 thousand loans totaling over 163 billion UAH since the program's inception in December 2020.
