Regulator Proposes New Electricity Pricing for Industrial Users

According to Главком: Starting July 1, 2026, Ukraine's National Energy and Utilities Regulatory Commission (NEURC) is considering raising electricity transmission and dispatch tariffs for commercial and industrial customers. Household tariffs, however, will remain frozen at 4.32 UAH per kWh until October 31, 2026. These proposed changes target the business sector and will apply to services provided by the national grid operator, NPC Ukrenergo.

Details of the Proposed Tariff Adjustments

Under the draft plan, the electricity transmission tariff would increase to 903.53 UAH per MWh-a 21.6% rise from current levels. For companies in the green electrometallurgy sector, the tariff could jump 42% to 535.97 UAH per MWh. Meanwhile, the dispatch service tariff is set to rise modestly by 7.8%, reaching 118.64 UAH per MWh.

These figures are part of a preliminary regulatory proposal. NEURC is required to hold public hearings, allowing stakeholders to provide feedback before a final decision is made. Notably, on May 26, the commission also approved a 10% reduction in fees for natural gas storage in underground facilities.

The planned tariff increases could significantly raise operational costs for businesses across various industries, particularly for green electrometallurgy firms, potentially driving up production expenses and affecting their competitiveness both domestically and internationally. At the same time, keeping household electricity prices stable through October 2026 may help maintain economic stability for residential consumers. The upcoming public consultations represent a critical step in shaping the final ruling, ensuring that all interested parties have a voice in the process.

As businesses brace for the anticipated electricity tariff hikes, it's worth noting that households are experiencing a different trend in energy costs. Recently, there has been a 10% reduction in gas storage fees for Ukrainians, which may provide some relief amid rising operational expenses for industries. This juxtaposition highlights the varying impacts of regulatory changes on different consumer segments.
