Representatives of the TCC are required to wear body cameras from September 1: what will change
The Ministry of Defense has also started creating a special IT system that will unify and centralize the video recording process to prevent abuses.
As of September 1, a law came into effect requiring employees of the TCC and SP working in alert groups to use body cameras. This is aimed at ensuring transparency and legality in mobilization, as well as increasing accountability of representatives of recruitment centers and military conscripts. This was reported with reference to the Ministry of Defense.
Rules for video recording
According to part 6 of Article 22 of the Law of Ukraine 'On Mobilization Preparation and Mobilization', authorized representatives of the TCC and SP or police officers have the right to conduct photo and video recording during the presentation and verification of documents. A special instruction was approved to regulate this process.
The instruction stipulates that:
- The authorized representative of the TCC and SP informs the persons being recorded about the use of the camera.
- Recording begins at the moment representatives of the TCC and SP start performing their official duties.
- Video recording is continuous until the completion of the events, except for circumstances that threaten safety or require intervention.
- The video recorder is attached to the uniform of the soldier.
- Members of the alert groups are prohibited from interfering with the recording or transferring recordings to third parties.
Control and responsibility
After completing their work, representatives of the alert groups will hand over the devices to the responsible person, who will check their condition and transfer the information to a centralized server. The Military Law Enforcement Service of the Armed Forces of Ukraine will administer the server to ensure data security.
The retention period for recordings is 30 days, but it can be extended in cases of use in criminal proceedings, review of complaints, or other events.
- Control over the use of video recorders will be carried out by authorized persons, while the head of the recruitment center will manage the information.
- Violations of the rules for using technical recording devices entail disciplinary responsibility, including demotion or the transfer of materials to law enforcement agencies.
Records from the body cameras will be an objective source of information and will protect the participants in the process from possible abuses. This will promote discipline in work and the performance of official duties.
Users of the recruitment centers and military conscripts will now have to use body cameras to ensure transparency and legality in mobilization. The Ministry of Defense is implementing these new rules to avoid possible abuses and increase accountability in this process.
