Ukraine's Budget Faces a Crisis Without U.S. Aid

According to ХВИЛЯ: Ukraine's economic stability is under severe threat, with its budget deficit poised to skyrocket if the United States fails to provide critical financial assistance. The nation's war-torn economy requires a minimum of $37-40 billion in external funding this year, yet European support is only covering about one-third of that need. Economist Oleh Ustenko, speaking on political analyst Yuriy Romanenko's broadcast, warned that without U.S. support, the budget shortfall could reach $15 to $20 billion.

While the European Union's 50-billion-euro 'Ukraine Facility' program, spanning four years with an average of 12.5 billion euros annually, has been approved, the absence of American aid would create a dire funding gap. Ustenko stressed that the budget simply cannot function without this financing, drawing a stark comparison:

'You can't be a little bit pregnant, as the saying goes. You either fund the budget, or you don't. If we don't get this money from the U.S. now, the Finance Ministry will be forced to go to the market with completely different proposals.' Oleh Ustenko

Should the aid from across the Atlantic not materialize, Ukraine would be compelled to consider drastic measures, including:

  • Significant tax increases
  • Monetizing the deficit, which involves directly printing money

Ustenko further noted that if the state is forced to choose between paying soldiers and pensioners or printing money, the choice becomes obvious. Experts caution that a budget sequestration-a formal recognition that certain expenditures cannot be funded-would be a likely consequence of the funding shortfall. 'Sequestration is a terrifying word for any government,' as it would most heavily impact capital investments, road repairs, and crucial social programs.

The U.S. Congress is expected to make a decision on aid for Ukraine by the end of March, a verdict that will determine the future financing of the Ukrainian state budget. This decision comes at a pivotal moment, as the ongoing conflict has devastated Ukraine's economy and infrastructure. If the funding is not approved, the country could face an economic crisis requiring immediate and radical stabilization measures.

Amid global economic challenges and internal hardships, Ukraine's reliance on external financing is critical for maintaining any semblance of budgetary stability. A lack of U.S. support risks triggering severe socio-economic repercussions, exacerbating existing problems and underscoring the vital importance of sustained international cooperation for Ukraine's economic survival.
