Fuel Cashback Program and Price Shifts

A fuel cashback program, active from March 20 to May 31, 2026, enabled 2.3 million Ukrainians to receive compensation on fuel purchases: 15% on diesel, 10% on gasoline, and 5% on autogas. According to data, diesel prices in Ukraine have surged by 33.9%. It is also noted that from February 26 to March 31, diesel prices rose by 86%, import prices increased by 58%, and gas station prices climbed by 39%. Average prices at Ukrainian gas stations increased:

  • gasoline - by 16%
  • diesel - by 39%
Pavlo Kyrylenko, head of the Antimonopoly Committee, reported that the committee found no monopolistic practices in the fuel market.

The primary objective factor driving price increases is Ukraine's reliance on imports for over 85% of its light petroleum products, a consequence of the shutdown of the country's largest oil refinery.

In this context, it is important to note that rising demand volumes, declining supply volumes, and increased logistics costs have also influenced the pricing situation. Volodymyr Omelchenko, director of energy programs at the Razumkov Centre, and Andriy Myzovets, president of the Gas Traders of Ukraine association, have confirmed that petroleum product prices are rising due to the inability to compare conditions and storage volumes for fuel within Ukraine.

Thus, the fuel market situation in Ukraine remains tense, with price changes driven by multiple factors, including external economic conditions.

The increase in fuel prices in Ukraine reflects a broader trend in the energy market, driven by both domestic and external factors. Given the dependence on imports and challenges in the refining sector, consumers are facing higher fuel costs. This could have further implications for the economy, as rising fuel prices affect the cost of goods and services across various sectors.
