Problems with Registration at a New Address
A Kyiv resident was unable to register at a new address due to an outdated stamp in their military registration document, despite the fact that all data in the electronic register 'Reserve+' is up to date. The Center for Administrative Services (CNAP) refused registration, citing issues with the document, even though the man was registered at the 'Kyiv-Sviatoshynskyi TCC', which has become '1st Bucha TCC and SP'.
Lawyer's Explanation
Lawyer Vladyslav Deryi explained that such a requirement from the CNAP contradicts the legislation. He emphasized that electronic and paper military registration documents have the same legal force according to paragraph 9 of the CMU Resolution No. 559. The CNAP has the right to verify the presence of military registration documents but cannot refuse registration if the electronic document confirms the accuracy of the records.
To successfully register at a new address, it is sufficient to have:
- a military registration document in any form,
- an updated address in 'Reserve+',
- a printed electronic military registration document.
The situation that has arisen contradicts the norms, noted Vladyslav Deryi, highlighting the importance of adhering to legislation in the registration process.
This case illustrates the problems faced by citizens when trying to carry out legal administrative actions due to updates to military registration documents.
