MP Announces Fresh Push to Decriminalize Pornography in Ukraine
Ukraine's Ongoing Debate on Pornography Decriminalization
According to Главком: Ukrainian lawmaker Oleksiy Kucherenko has signaled a renewed attempt to pass legislation decriminalizing pornography. This follows a failed vote on May 28, when the Verkhovna Rada rejected Bill No. 12191, which sought to eliminate criminal penalties for producing and distributing adult pornography. Parliamentarians declined to send the bill back for a second first reading.
Kucherenko, a member of the Batkivshchyna faction, voted against Bill No. 12191. He emphasized that the decriminalization issue carries not only legal weight but also significant social and political implications.

He also stressed that the bill needed amendments, particularly concerning child pornography protections.
New Bill No. 15294 Enters the Scene
In response to the setback, lawmaker Yaroslav Zheleznyak registered a new bill, No. 15294. This legislation aims to decriminalize adult pornography while strengthening safeguards against child sexual exploitation, child pornography, and forced prostitution. Over forty MPs have signed onto Bill No. 15294, which is now pending review in the relevant committee on law enforcement activities.
Kucherenko expressed optimism that the revised bill could pass smoothly if resubmitted with proper amendments. 'Let them register the project again, and I think it will go absolutely fine-they’ll gather the votes,' he said.
He further noted that if the new bill includes amendments addressing child pornography, 'we’ll have a calm discussion and find arguments for both the leader and other deputies.'
