Pensions in Ukraine are once again under threat: the salary for calculations is falling
Despite the short-term decline, the yearly dynamics remain positive. In August 2025, the average salary was 16.5% higher than last year during this period, when it was 17,001.36 hryvnias. Taking inflation into account, which decreased to 13.2% in August, the real growth of salaries was about 3.3%.
In August 2025, the average salary used to calculate pensions in Ukraine decreased for the second consecutive month. According to the Pension Fund of Ukraine, the official figure was 19,813.71 hryvnias, which is 641.94 hryvnias less than in July, when it was 20,455.65 hryvnias. A decrease was also recorded in July — the salary fell by almost 2 thousand hryvnias on a monthly basis.
Salary dynamics in the first months of 2025
The figures for the first months of 2025 demonstrated significant growth. In January, the average salary used for pension calculation increased by almost a quarter — to 18,660.32 hryvnias, in February — by 21.8%, in March — by 25.9%. In April, this figure reached 19,856.19 hryvnias, in May it exceeded 20 thousand, and in June it hit a yearly maximum of 22,336.81 hryvnias. A gradual decline began in July.
Earlier, the Pension Fund approved the average salary figure for 2024 at 17,486.60 hryvnias. This became the basis for pension indexation from March 1, 2025. Compared to 2023, this figure rose by 22.2%, reflecting the overall trend of income growth, despite the current decline.
It is reported that in August 2025, the average salary in Ukraine for pension calculations decreased again for the second month in a row, but it is still 16.5% higher than in the corresponding period of the previous year. The salary dynamics in various periods of 2025 show significant fluctuations, but the overall trend indicates an increase in income.
