Probe Into $800,000 Agricultural Theft Completed by Ukrainian Anti-Corruption Agencies

According to САП: Ukraine's Specialized Anti-Corruption Prosecutor's Office (SAPO) and the National Anti-Corruption Bureau (NABU) have wrapped up their pre-trial investigation into the misappropriation of agricultural products from state-owned enterprises. The alleged scheme, which took place between 2021 and 2022, involves a former member of the Ukrainian parliament, his accomplices, and several other individuals. Those implicated include an ex-lawmaker from the 9th convocation of parliament, a current deputy of the Kyiv Regional Council, two directors of state farms under the National Academy of Agrarian Sciences of Ukraine (NAAS), and a private citizen who allegedly acted as an accessory.

In 2021, investigators documented the illegal harvesting and removal of:

  • 990 metric tons of sunflowers;
  • 1,400 metric tons of corn.

This caused an estimated UAH 27.3 million (approx. $730,000 at the time) in damages to the state. The stolen goods were transported to private grain storage facilities in the Chernihiv and Poltava regions. The following year, an additional 203 metric tons of sunflowers were shipped from a research station base, pushing the total losses to nearly UAH 30 million (roughly $800,000).

Legal Charges Against the Suspects

The suspects face the following criminal charges under Ukraine's Criminal Code:

  • The former MP, identified as the scheme's mastermind, is charged under Article 27, Part 3 and Article 191, Part 5;
  • The Kyiv Regional Council deputy, acting as a co-organizer, faces the same charges under Article 27, Part 3 and Article 191, Part 5;
  • The two directors of the NAAS-affiliated state enterprises are charged under Article 191, Part 5;
  • The private individual, who served as an accomplice, is charged under Article 27, Part 5 and Article 191, Part 5.

The corrupt scheme was uncovered by NABU detectives working alongside the Security Service of Ukraine (SBU), with procedural oversight from SAPO prosecutors. Case materials have now been made available to the defense for review. Under Article 62, Part 1 of Ukraine's Constitution, all individuals are presumed innocent until proven guilty by a court of law.

The conclusion of this investigation highlights the ongoing efforts of Ukrainian law enforcement to combat corruption, particularly in the agricultural sector, where state-owned assets are frequently targeted for abuse.

Notably, the case involves not only former politicians but also current officials, pointing to a systemic issue. The upcoming court proceedings will serve as a key test of the effectiveness of Ukraine's anti-corruption measures, with the public closely watching for accountability.
