According to Главком: The Bilohorodka community in Kyiv Region has implemented a series of emergency measures to sustain its population amid a severe energy crisis caused by enemy shelling. Due to relentless attacks, the power situation remains critical, forcing authorities to switch off street lighting and restrict electricity consumption. In some settlements, including Horenychi and Bilohorodka itself, power has been absent for several days. This blackout stems from a broader issue of critically low electricity generation across the entire Kyiv Oblast.

Community Support and Water Supply

Water is now supplied on a strict schedule: from 6:00 to 10:00 and from 18:00 to 22:00. In Sviatopetrivske, water supply has been restored following generator repairs. To support vital services, a mobile 24 kW generator is in operation. Resilience points within the community are open around the clock, allowing residents to access essential services. Social services continue to deliver hot meals to elderly people living alone.

Each day, sustaining the Bilohorodka community consumes approximately 4,600 liters of fuel, with the largest share allocated to municipal enterprises and educational institutions. As of February 9, stabilization blackouts are ongoing across Kyiv Oblast. This crisis was triggered by a massive Russian attack on Ukraine's energy infrastructure on the night of February 7, which damaged two DTEK thermal power plants and disabled key high-voltage substations. The damage forced an emergency offloading of nuclear power plants and resulted in the loss of a significant portion of the nation's available power generation capacity.

Community Head Anton Ovsienko stated: 'Consequently, we are forced to temporarily switch off street lighting. I also appeal to business representatives to turn off all signs and advertising banners to reduce the load on the grid.'
