According to ХВИЛЯ: During a press conference reviewing his tenure as Defense Minister, Mykhailo Fedorov admitted that the initial phase of the mobilization reform was unsuccessful. According to Fedorov, the core mistake was a lack of dialogue with the Ukrainian public. He stressed that resolving the mobilization issue requires a new social contract with the people.

Proposals and Successful Mobilization Examples

Fedorov highlighted the proposal of two-year contracts for soldiers who have already served four to seven years. He cited the Third Assault Corps and the Khartiia unit as successful mobilization models. In these formations, he noted, there are no recruitment problems, and there is even a waiting list of foreigners eager to serve.

“We made a mistake that cannot be repeated when launching large-scale transformations involving many people-we failed to communicate with the Ukrainian people,” Fedorov emphasized.

He also pointed out that young people are not discussing new contracts but rather the issues surrounding the former commander of the 155th Brigade, who, in his view, caused significant damage during the full-scale war. “The root of the problem is in our product. And what are we selling? We are selling lies, chaos, and irresponsibility,” the minister concluded.

Fedorov’s admission of the mobilization reform’s failure underscores the critical need for communication between military institutions and society, especially during conflict. Misunderstandings and a lack of dialogue can lead to serious challenges in recruitment and military support.
