Ukrainian intelligence has identified key figures in the elite drone unit 'Rubicon', formed by the Main Directorate of the General Staff of the Ministry of Defense of the Russian Federation (GRU). According to a Ukrainian intelligence officer with the call sign 'Azimuth', this unit is distinguished by a high level of political support and participation from Russian special services.

The most important figures in the management of 'Rubicon' turned out to be Sergey Budnikov, Andrey Belyousov, and Evgeniy Shmirin. The Main Directorate of the GRU of the Ministry of Defense of the Russian Federation is responsible for creating, developing, and financing this unit, granting it elite status and significant opportunities for growth.

According to the report, the Kremlin has invested considerable attention and resources in the development of 'Rubicon', giving it access to the latest technologies and funding.
