According to Главком: The National Energy and Utilities Regulatory Commission (NEURC) reported that raising price caps during the 2025/2026 heating season drove a significant increase in electricity imports. Effective January 16, 2026, a single price cap of 15,000 UAH per MWh was introduced, enabling larger volumes of imported power. Imports rose from 414,900 MWh in November 2025 to 1.266 million MWh in February 2026, with daily volumes sometimes exceeding 50,000 MWh.

According to the analysis, during peak load periods the power system gained access to additional imported supply, strengthening its resilience throughout the winter months. As NEURC noted,

“one of the key tools for creating economic conditions to attract electricity from European markets was broadening the range of price limits in the electricity market”

This move received a positive evaluation from the Energy Community Secretariat. Volodymyr Kudrytskyi, former head of NPC Ukrenergo, has advocated for abolishing price caps altogether, a stance that could influence future energy-sector decisions.
