High-Level Talks Between Ukraine and Spain

According to Мінфін: Ukraine’s Finance Minister, Serhiy Marchenko, held a meeting with Spain’s First Vice President, Carlos Cuerpo Caballero. The discussions centered on financial assistance for Ukraine and ways to involve Spanish businesses in the country’s rebuilding efforts. The officials also reviewed Ukraine’s macroeconomic outlook and its medium-term budget requirements.

Key Topics on the Agenda

Major issues addressed during the meeting included:

  • cooperation with the European Union;
  • engagement with the International Monetary Fund;
  • thanks to Spain for its role in facilitating EU decisions on financial aid;
  • contributions to World Bank mechanisms;
  • participation in the Ukraine Donor Platform.

A particular focus was placed on the FIEM-Ukraine special credit line, worth up to €200 million, designed to back reconstruction projects in Ukraine. The parties discussed guarantee mechanisms, project selection criteria, and opportunities for public-private partnerships to attract investment in transport, energy, utilities, and other infrastructure sectors.

Core themes of the meeting: financial support for Ukraine and involving Spanish enterprises in the recovery process.

This dialogue between Ukraine’s finance chief and Spain’s deputy prime minister highlights the critical role of international backing in Ukraine’s recovery amid ongoing economic hurdles. Bringing in foreign investment and business expertise is essential for rebuilding infrastructure and stabilizing the economy. Continued collaboration with global financial bodies like the EU and IMF remains a top priority for Ukraine as it seeks sustained financial assistance.

The ongoing discussions about financial support are vital as Ukraine also addresses its budgetary needs for the upcoming years. Recently, talks with the UK and Lithuania highlighted the importance of international collaboration in shaping Ukraine's budgetary requirements for 2026-2027. As Spain steps up its commitment, understanding these financial frameworks becomes crucial for ensuring a stable recovery.
