New Rules for Displaced Persons: Ukraine’s Government Updates Payment System
Data Renewal Requirements for Internally Displaced Persons
According to Главком: Ukraine’s Cabinet of Ministers has adopted Resolution No. 709, outlining updated conditions for internally displaced persons (IDPs) to refresh their records. Under the new framework, July payments remain unchanged: adults receive 2,000 UAH per month, while children and individuals with disabilities are entitled to 3,000 UAH. Disbursements occur twice a month-by the 15th and the 28th.
How to Update Your Information
IDPs can submit their data updates through the Pension Fund of Ukraine or at Administrative Services Centers (TSNAPs). This applies to citizens who have:
- changed their residential address,
- experienced changes in family composition,
- applied for child assistance for the first time,
- been denied benefits and wish to reapply after verifying their income,
- or seen shifts in their property status.
To reinstate benefits after a denial, an individual’s income must not exceed 10,380 UAH per person. Assistance is granted for up to 30 months from the initial application date.
Additionally, the government has broadened support for IDPs. For example, the compensation period for institutions that host displaced persons free of charge has been extended from 60 to 90 days. To prove housing damage or destruction, remote inspection reports-based on satellite imagery and data from Ukrainian Armed Forces units-are now accepted. The resolution also establishes procedures for housing subsidies for family-type children’s homes.
Overall, Resolution No. 709 aims to simplify the process of obtaining aid for internally displaced persons and to provide more effective support during a challenging time for the country.

Amid the ongoing humanitarian crisis driven by military conflicts, these measures could significantly improve the living standards of displaced people and help them rebuild their lives. The expansion of compensation mechanisms and support also reflects the government’s efforts to adapt social programs to the population’s needs under difficult circumstances.
In addition to the recent updates on payment systems for internally displaced persons, the government is also enhancing its support measures. This includes extending the compensation period for facilities accommodating displaced individuals and implementing new verification methods for housing damage.
