Kyrylo Budanov's Statement on Mobilization
According to ХВИЛЯ: During a meeting with members of the CEO Club Ukraine, Kyrylo Budanov, Head of the Office of the President, stated that reforms to the Territorial Recruitment Centers (TRCs) will not alter the fundamental need for mobilization. He explained that the military must maintain sufficient personnel numbers to hold the front line against the ongoing Russian invasion.
Two Conflicting Realities of Mobilization in Ukraine
Budanov described two parallel realities currently existing in Ukraine regarding conscription:
- The first reality consists of citizens who are unwilling to join the war effort.
- The second reality is the mandatory, minimum requirement for troop replenishment set by the military command.
According to Budanov, maintaining the line of contact is impossible without meeting this replenishment plan. He stressed that as long as the war continues, the state will have no choice but to conscript citizens for national defense.
"Therefore, if people do not volunteer, they will have to be mobilized," Kyrylo Budanov noted.
Budanov's remarks underscore the critical challenge of sustaining Ukrainian armed forces' manpower after more than two years of full-scale war. His statement highlights the government's position that mobilization remains a military necessity, despite public resistance, to ensure the country's continued defense. These planned changes to the recruitment system indicate an adaptation to the prolonged and demanding nature of the conflict.
As the situation evolves, Ukraine's mobilization has been extended to 2026, implementing new regulations for reservists and those who have not updated their data.
