Chinese Investment in Russia Grinds to a Halt

According to Главком: Ukraine's Foreign Intelligence Service reports a significant decline in substantive economic links between China and Russia. The total volume of Chinese investment has remained virtually stagnant since 2022, stuck at approximately $17.4 billion. Following a brief 20% surge in investment that year, growth momentum has evaporated, with the flow of new capital effectively drying up ahead of 2025.

Sectoral Breakdown of Investments

The only sector showing substantial growth has been financial services, which expanded by 50%. Conversely, investment in Russia's raw materials sector contracted from $9 billion to $8.8 billion. Analysts suggest the temporary 2022 investment spike may be attributed to:

  • the completion of projects approved prior to the full-scale invasion;
  • a forced effort to fill the void left by the mass exodus of Western companies from the Russian market.

In a related diplomatic move, China has called on the United States to resume strategic talks with Russia. This appeal was made by Chinese Foreign Ministry spokesperson Lin Jian, citing the lapse of the U.S.-Russia nuclear arms reduction treaty. This development occurs against the backdrop of a broader geopolitical realignment following Russia's invasion of Ukraine. The diplomatic overture may signal Beijing's attempt to bolster its standing with Moscow despite the cooling investment climate.

The decline in Chinese investment into Russia reflects a complex economic situation, driven by international sanctions and heightened political risks in the wake of the war in Ukraine.

This stagnation suggests Russia is struggling to attract fresh capital, even from a traditional partner like China, which could have negative long-term consequences for the Russian economy. Simultaneously, China's efforts to restart diplomatic engagement with the U.S. may be motivated by a desire to stabilize the regional situation and prevent a further deterioration of economic conditions.
