According to Міністерство інфраструктури: In 2025, Ukraine strengthened its positions in the field of maritime and inland water transportation. Despite the challenges of wartime, stable port operations and global food security were ensured.

The team of the Ministry of Community and Territorial Development, led by Deputy Prime Minister Oleksiy Kuleba, is actively shaping and implementing state policy in the field of water transport. This direction is coordinated by Deputy Minister Andriy Kashuba.

Despite attacks on critical infrastructure, six seaports continued to operate to ensure the country's international trade.

The Ministry's attention is also directed towards cooperation with the international community to protect the norms of international law in navigation and to counter the Russian 'shadow fleet'.

Plans for Next Year

In 2026, the Ministry of Community and Territorial Development will continue the modernization of maritime and river transport with an emphasis on strengthening the country's logistical resilience.

Particular attention will be paid to the development of Danube ports with a planned throughput of at least 15 million tons of cargo per year.

The main priorities remain the stable operation of seaports, the security of water corridors, the restoration of the material and technical base, and the digitalization of processes.

An oversight board is also planned to be formed at the State Enterprise 'Administration of Seaports of Ukraine' and other key enterprises, as well as the fulfillment of obligations within the Ukraine Facility.

Ukraine has successfully strengthened its positions in the field of maritime transport and seaports in 2025, despite the challenges of military aggression. Plans for the next year include modernizing river and maritime transport, particularly developing Danube ports and enhancing security measures for water corridors and the digitalization of processes.
