As a result of the storm, nine people died, including an entire family of five. Two more died from natural causes, as showed by the autopsy. During the downpour, more than 380 people were rescued.

Former Odesa Mayor Hennadiy Trukhanov has been informed of suspicion of negligence in office. The information has been confirmed by sources from Suspilne. According to Ukrainian Pravda, he is accused of negligence for failing to take action before, during, and after the bad weather at the end of September.

On October 12, Hennadiy Trukhanov was the first to make public the information about a possible termination of his Ukrainian citizenship. He noted that this issue, according to his information, would be considered by a commission under the President. On October 14, Volodymyr Zelensky signed decrees to terminate the citizenship of Ukraine for Odesa Mayor Hennadiy Trukhanov, former MP Oleg Tsaryov, and ballet dancer Serhiy Polunin. The Security Service of Ukraine reported that the decision is based on evidence collected by their service. According to the SBU, the official has Russian citizenship and a valid foreign passport from the aggressor country, issued on December 15, 2015. Copies of these documents are in the possession of the special service. Trukhanov stated that he does not have Russian citizenship and called the decision to terminate his Ukrainian citizenship 'a falsification'. He is preparing lawsuits to the courts of Ukraine and the European Court of Human Rights.

During the bad weather, a record amount of rainfall fell in Odesa, causing significant destruction and human casualties. Moreover, Hennadiy Trukhanov has been suspected of negligence in office in relation to the state of affairs during and after the natural disaster. There are also difficulties with the mayor's citizenship since a decision has been made to terminate his Ukrainian citizenship due to evidence of a valid Russian passport. The conflict situation with Trukhanov deepens the strained relations in Ukrainian society and politics, calling for the resolution of this case by the courts of Ukraine and the European Court of Human Rights.
