According to ХВИЛЯ: The Ministry for Communities and Territories Development has proposed a major reform for managing multi-apartment buildings, raising significant concerns among housing experts. In an analysis on his YouTube channel Oleg Popenko PRO, expert Oleg Popenko warned of severe potential consequences, including the risk of homeowners losing their property due to collective debts that could arise from the new management model.

Potential Consequences of the Reform

Forecasts indicate that heating tariffs could double, while electricity prices may reach 7.5 UAH per kilowatt-hour within the next three years. This sharp increase could severely strain household budgets. As Popenko noted,

'the utility bill grows 2 to 2.5 times, while salaries rise only 30-40%. There's nothing left to pay with... people will be forced to sell their apartments.'

The introduction of a 'simple partnership' model for building management is another point of contention. Under this new framework, utility providers can sue the entire partnership for collective debt. Oleg Popenko explained the shift:

'Previously, they had to sue each person, each owner individually... now it's all on the simple partnership. As soon as you don't pay, they immediately sue the partnership.'

This means debt accumulated by the partnership could result in the loss of property shares for all its members.

Host Viktor also emphasized the collective nature of the risk, stating,

'A common debt was hung on everyone, and simply everyone lost a share of their property directly.'
