Public Transport Fares Set to Rise in Lviv and Kyiv: Proposed New Prices
Lviv Proposes Fare Increases
According to Главком: The Lviv City Council has published a draft plan to raise fares for public transport. A public discussion on the new tariffs will be open until May 10, after which the proposal will go to the executive committee for review. Transport operators had pushed for a fare increase to 42 UAH, but the city authorities did not support this proposal.
According to the new draft, the proposed fares are as follows:
- Payment via app or Leocard - 23 UAH (currently 17 UAH)
- Payment by bank card - 26 UAH (currently 20 UAH)
- Cash payment - 30 UAH (currently 25 UAH)
- For students with a Leocard - 11.5 UAH (currently 8.5 UAH)
Meanwhile, over 30 privileged categories in Lviv will continue to travel for free if they have a personalized Leocard.
Kyiv Also Considers Fare Adjustments
In a parallel development, Kyiv is also preparing for a potential fare increase. The capital's mayor, Vitali Klitschko, has ordered the preparation of an economic justification for the move. He noted that current fares in Kyiv have not changed since 2018 and remain the lowest in Ukraine. These potential increases come as Ukrainian cities face significant financial pressures due to the ongoing war.
"The state does not compensate the city for the costs of transporting privileged passengers, causing Kyiv to lose hundreds of millions of hryvnias every year." - Vitali Klitschko
In 2026, the Kyiv budget has allocated approximately 12 billion UAH to support the city's transport system.
Consequently, the issue of public transport fares in Ukraine requires careful attention, as questions of economic viability and funding remain pressing for both Lviv and Kyiv. Both cities are grappling with the challenges of financing concessionary travel and the need to update tariff policies, reflecting broader economic trends in the country.
As public transport fare discussions unfold in Lviv, similar considerations are taking place in Kyiv, where the mayor has initiated a review of fare structures. This potential adjustment is critical, given that Kyiv's fares have remained unchanged since 2018, creating a need for financial reassessment.
