Meeting Between Alexey Kuleba and Rob Jetten

According to Міністерство інфраструктури: During his first official visit to Ukraine since taking office, Dutch Prime Minister Rob Jetten met with Alexey Kuleba, Ukraine's Deputy Prime Minister for Restoration. Their discussions centered on the consequences of Russian attacks, including the destruction of a Kyiv apartment building, the current state of recovery efforts, infrastructure assaults, and the critical issue of Ukraine's energy resilience.

Visit to a Destroyed Apartment Building

Kuleba and Jetten toured a residential building in Kyiv's Sviatoshyn district, which was destroyed by a Russian missile strike on July 31, 2025. This attack killed 29 people, including 5 children, and injured more than 150. The missile destroyed one entrance of the building, completely leveling 18 apartments and damaging 54 others. Across Kyiv, Russian attacks have damaged or destroyed over 4,000 structures, with roughly 3,000 being residential buildings. Nationwide, Russian aggression has damaged or destroyed over 300,000 objects, with the total cost of Ukraine's recovery estimated at $588 billion. This staggering scale of destruction highlights the immense challenge of rebuilding a nation under fire.

Alexey Kuleba emphasized the urgency of preparing for the coming winter, stating that the government is developing a Resilience Plan focused on:

• developing distributed power generation,
• ensuring stable heating supplies,
• maintaining uninterrupted water systems.

The Dutch government has also provided €25 million in aid specifically for Ukraine's energy sector. This year alone, Ukraine has recorded over 300 attacks on its railway system, with more than 5,000 occurring since the full-scale invasion began.
