Notarial services will appear in Diia: from powers of attorney to the purchase of real estate
The Ministry of Digital Transformation plans to implement notarial services through the 'Diia' app, which will eventually expand to include online real estate purchases. This was reported by Valeriya Koval, Deputy Minister of Digital Transformation, in an interview with RBK-Ukraine.
It was noted that this service is currently in the development and testing phase by notaries, initially covering the most popular services such as drafting powers of attorney and other basic needs. In the future, the functionality is planned to be expanded to include the possibility of online real estate purchases.
'We are starting with basic needs that people approach notaries for. Now they will be able to do this easily and quickly without leaving home. It will work similarly to online marriage or divorce,' explained the deputy minister.
From the first step to online real estate purchase
According to Valeriya Koval, purchasing real estate online is the main goal of the digital transformation of the notary system. Currently, the plan involves implementing features related to document processing, but in the future, the possibility of purchasing real estate online may become a reality.
This step is part of the strategy of the Ministry of Digital Transformation to transition public services online, reducing the risk of corruption and facilitating access to services for citizens.
Ensuring security in online transactions
Online real estate purchases require a high level of protection. The main technologies for this include:
- Using a qualified electronic signature (QES) through the 'Diia.Signature' service, which gives legal force to the actions of the notary.
- Integration of 'Diia' with the State Register of Real Rights to Real Estate for automatic verification of owners, encumbrances, and registration of property rights.
The goal of these measures is to make the process reliable for users and to protect against fraud in the real estate market.
