Investigation into Possible Abuse at the 425th ‘Skelya’ Regiment

According to Главком: Ukraine’s Parliamentary Commissioner for Human Rights, Dmytro Lubinets, is looking into claims of torture involving service members of the 425th Separate Assault Regiment, known as ‘Skelya.’ He has formally requested the State Bureau of Investigation and the Specialized Defense Prosecutor’s Office to clarify the circumstances. According to the publication ‘Babel,’ at least 26 recruits died in this regiment between late 2025 and spring 2026, with most having served less than a month.

Lubinets underscored the gravity of the allegations, stating:

“I have received information about possible serious violations of the rights of military personnel in the 425th Separate Assault Regiment ‘Skelya.’ This includes reports of alleged torture, the creation of unauthorized detention spaces, and the driving of active-duty soldiers to suicide. I am not ignoring this. My position is clear: any human rights violations, especially under martial law, are unacceptable and demand an immediate response.”

Lubinets also held a working meeting with the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, expressing gratitude for a swift reaction. ‘The Military Law Enforcement Service is already working to clarify the circumstances,’ he added. A monitoring team from the Ombudsman’s Office is scheduled to visit the site on June 25, 2023.

The ‘Skelya’ regiment has pledged cooperation with the investigation, asserting that all details will be thoroughly examined.
