Survey Reveals Corruption Attitudes in Ukraine

According to НАЗК: A survey conducted by the sociological firm Info Sapiens on behalf of the National Agency for Corruption Prevention (NACP) found that 58.4% of the general population and business owners in Ukraine hold a negative view of corruption. This highlights how deeply the issue resonates across both society and the private sector. Corruption remains a major concern for Ukrainians, especially amid ongoing reform efforts.

According to the study, only 12.4% of citizens and 21.1% of business representatives expressed an intention to report corruption incidents to government authorities, law enforcement, or the media. In 2025, just 7.3% of those who encountered corruption actually approached the relevant agencies, indicating a lack of public engagement in combating the problem. Meanwhile, 26.6% of respondents said they would be willing to file a complaint if they could be assured of a fair investigation.

Need for Greater Awareness

Only one in six Ukrainians is sufficiently informed about the legal protections available to whistleblowers. This gap in knowledge suggests a pressing need to raise public awareness about the legal safeguards for those who report corruption. Improving understanding of these mechanisms could encourage more people to come forward and help strengthen anti-corruption efforts in Ukraine.

The survey results underscore deep public concern over corruption, which remains one of the biggest obstacles to the country's development.

The low rate of citizen reporting may stem from a lack of trust in law enforcement or insufficient knowledge of protective measures. Boosting awareness of whistleblower rights and enhancing response systems for corruption cases could be key steps in advancing the fight against this issue in Ukraine.
