According to Главком: A large-scale missile barrage on the night of February 12, 2026, severely disrupted electricity supplies in Kyiv, Odesa, and Dnipropetrovsk regions. Energy Minister Denys Shmyhal reported on repair operations, damage to energy facilities, and the arrival of humanitarian aid in the form of generators. These attacks are part of a prolonged Russian campaign to cripple Ukraine's civilian infrastructure.

Energy infrastructure in Kyiv, Odesa, and Dnipropetrovsk regions suffered the most damage. In Kyiv, the assault damaged critical infrastructure, leaving nearly 2,600 buildings without heating. Preemptive and emergency power outages were implemented on February 12 in cities and villages across these three regions to manage the strain on the crippled grid.

Power Supply Status and International Support

Russian forces attacked a DTEK thermal power plant, marking the eleventh mass assault on the company's thermal plants since October 2025. Since the start of the full-scale invasion, DTEK's thermal power stations have been attacked over 220 times. The latest reports indicate the power situation remains difficult:

  • In most areas, power is available for 3-4 hours after 7-8 hours of outages.
  • In some particularly hard-hit cases, supply lasts only 2-3 hours.

Sixty-two repair crews were deployed in Kyiv to restore electricity.

Regarding support, the Ministry of Energy announced the receipt of humanitarian aid generators. Ukraine received generators from Moldova and Lithuania, with agreements secured for 221 units from Switzerland and 9 from Sweden. An additional 3 generators from Lithuania and 5 from Austria are currently en route. In the past day alone, over 13 tons of energy equipment were shipped from the Ministry's logistics hubs, which have received over 714 tons of various equipment in recent weeks.

The power supply situation in Ukraine remains critical, especially in regions that have endured the heaviest attacks. Restoring energy facilities is a government priority, as it affects not only the provision of heat and electricity to the population but also the country's overall economic stability.

Systematic attacks on energy infrastructure threaten the stability of the entire energy sector, necessitating sustained international support and swift action by local authorities.
