Reforms to Military Service Requirements

According to Мін. Оборони: Ukraine's Ministry of Defense has detailed significant changes to military service regulations, enacted under Presidential Decree No. 108/2026. These reforms, introduced during the ongoing war, adjust key aspects of contract service. They include a new minimum service period for a specific role, expedited promotion timelines under martial law, the criteria for such promotions, and a new age provision allowing individuals aged 60 and over to sign contracts.

Key Provisions and New Rules

Under the updated regulations, personnel who sign a military contract are now obligated to serve in their chosen position for a minimum of six months. Transfer to a different role, including to another unit, is only permitted with the service member's consent. Furthermore, the required time-in-service for rank promotions has been reduced for the duration of martial law:

  • 1 year for junior and senior sergeants, as well as junior officers;
  • 2 years for senior non-commissioned officers and senior officers.

These accelerated promotions apply to service members in combat units, those who have performed combat duties for at least three months, or those who sustained wounds or illnesses during such assignments. Personnel in non-combat units remain subject to longer standard service periods for promotion. Additionally, during martial law, volunteers aged 60 and older are now eligible to sign a one-year contract with the Armed Forces of Ukraine.

The Ministry states these reforms aim to improve military personnel management and ensure more effective use of armed forces resources during wartime. The faster promotion track and inclusion of older volunteers are intended to bolster the army's operational capacity, a critical need given the current conflict. These changes reflect ongoing adaptations within Ukraine's military structure to meet the demands of a prolonged defense effort.
