Summary of the Work of the Ministry of Community Development and Territories of Ukraine for 2025
According to Кулеба: The Ministry of Community Development and Territories of Ukraine has summarized its work for 2025, focusing on housing policy, construction, and support for internally displaced persons. As part of the eRecovery program, compensation payments are planned for 180 thousand families in 2025, totaling almost UAH 60 billion. According to the Ministry, only this year, compensation was received by 70 thousand families for a total of over UAH 31 billion, including nearly 50 thousand families who received payments for damaged housing amounting to UAH 5 billion.
In addition, over 20 thousand families received housing certificates for destroyed housing, allowing them to purchase new homes worth almost UAH 26 billion. More than 1 thousand families also received compensation for rebuilding on their own land plots. The Ministry set aside UAH 15 billion for financing for internally displaced persons, of which nearly 10 thousand IDP families received compensation. The voucher for housing purchase can be up to UAH 2 million.
Projects in Construction and Housing Policy
In the field of construction, a project is being implemented in Bila Tserkva for building a quarter for residents from Mariupol, which includes about 1,000 apartments for nearly 3,000 people. In 2025, the framework bill No. 12377 "On the Basic Principles of Housing Policy" was also approved in the first reading. The State Urban Planning Cadastre is connected in more than 86% of communities, with over 153 thousand users registered in the system and 8.8 million documents accumulated. Additionally, 14 state building regulations have been updated.
Thus, the Ministry of Community Development continues to work on improving living conditions for the population by implementing new programs and regulations that contribute to the recovery and development of the territories of Ukraine.
