Updated Rules for Using the 'eQueue' System
The Ministry of Community Development and Territories of Ukraine has announced the implementation of updated rules for using the 'eQueue' system for freight transport, which will start on November 24, 2023. These changes are aimed at addressing issues with the effective operation of border crossing points, which has become particularly relevant in light of the high number of canceled queues in the system.
The changes to the rules were approved by order No. 1028 dated June 20, 2025. One of the main innovations is the limitation on the number of extensions for one freight truck to once within 60 days. Users of the system will have the option to choose the duration of the queue extension, which will be 4, 6, 8, or 10 hours. This, according to the Ministry, is expected to contribute to a more rational use of resources and improve the organization of queues at border crossing points.
Consequences of the Innovations
An important aspect of the innovations is the introduction of sanctions for trucks that are found to be in violation. In the event of two cancellations of the queue for entry status, two instances of the truck not arriving at the border crossing point, or two queue cancellations within 30 days, such trucks will lose the ability to create a new queue for 14 days. According to the Ministry, in October 2023, over 25 thousand cancellations were recorded in the system, of which about 22 thousand queues were canceled by users themselves.
The mentioned changes are intended to improve the management of freight transport at border crossing points and reduce queues that arise from ineffective use of the system. The Ministry hopes that the new rules will contribute to a more stable operation of transport infrastructure in Ukraine.
The implementation of new rules in the 'eQueue' system reflects the Ukrainian government's desire to improve logistics processes and reduce delays at border crossing points. This is particularly important amid the growing volume of freight transport. With new sanctions and limitations, the Ministry plans to ensure more effective resource use and reduce the number of cancellations, which in turn may positively impact the economy of the country.
