Negotiations for a Peace Agreement with Russia

According to Главком: Ukrainian and American negotiators are in talks regarding a potential peace agreement with Russia, which could be concluded by March 2026. The final decision to sign any deal is planned to be put to a nationwide referendum, which preliminary data suggests could coincide with national elections. U.S. representatives, including Steve Witkoff and Jared Kushner, are advocating for the vote to be held in May. However, organizing a vote on this scale would require at least six months of preparation, significant funding, and the lifting of martial law, as elections are prohibited under the current legal framework. The path to a referendum is therefore fraught with significant procedural and legal challenges.

Security Guarantees and Alternative Proposals

For Ukraine, securing a complete ceasefire during any electoral campaign and obtaining reliable security guarantees prior to signing any documents are crucial. Russia, in turn, demands full control over the Donbas region. As an alternative, Ukraine has proposed the creation of demilitarized zones or free trade areas. Furthermore, Russia has rejected an American proposal for international management of the Zaporizhzhia Nuclear Power Plant.

These negotiations are taking place against a tense backdrop, particularly following the assassination in Moscow of GRU General Vladimir Alexeyev, for which the Kremlin has blamed Ukraine. Two days of talks, which concluded on February 5th in Abu Dhabi, brought together representatives from Ukraine, the United States, and the Russian Federation. The Ukrainian delegation was led by Secretary of the National Security and Defense Council, Rustem Umerov. During the meeting, the delegations held broad discussions on unresolved issues, including possible methods for implementing a ceasefire and monitoring the cessation of hostilities. According to Umerov, the parties agreed to inform their respective capitals and continue trilateral negotiations in the coming weeks.

Therefore, the issue of concluding a peace agreement with Russia remains open and requires further efforts and compromises from both sides.

Given the heightened tensions following the general's killing, it is critical for all participants to continue seeking pathways to peace, considering both domestic and external pressures.
