International Damage Register Opens New Category for Forced Displacement: How to File a Claim

New Category A1.2 for Displaced Persons

According to МЗС: The International Register of Damage has announced the launch of a new category, A1.2, for individuals forcibly displaced from Ukraine. This category covers all those compelled to leave the country since February 24, 2022. To seek compensation, eligible individuals can now submit their claims through the Diia portal. This move addresses a critical need for millions of Ukrainians who have fled abroad since the full-scale invasion began.

In addition to the new A1.2 category, the Register currently offers 14 other categories for filing compensation claims. It is important to note that all submitted claims will be forwarded for review to a future Compensation Commission, the establishment of which was made possible by the signing of an international convention.

International Backing for Ukraine

In December 2025, Ukraine's Minister of Foreign Affairs, Andrii Sybiha, signed the Convention on the establishment of the International Compensation Commission for Ukraine. This foundational document was endorsed by 35 states and the European Union within the institutional framework of the Council of Europe, demonstrating broad international support for Ukraine's efforts to secure redress for war-related damages.
