Foster Home Abuse Uncovered in Brovary Region: Caregiver Faces 15-Year Sentence

Allegations of Abuse in a Family-Style Children's Home

According to Главком: Law enforcement officials in the Brovary region have uncovered a case of severe abuse at a family-style children's home. A 50-year-old female caregiver has been formally notified of suspicion for charges including torture, unlawful deprivation of liberty, and human trafficking. An additional, as-yet-unidentified individual is also believed to have participated in the crimes. Five children, aged between 3 and 14, suffered physical and psychological violence at their hands.

Investigators found that the children were systematically denied access to basic necessities, including:

• Food
• Drinking water
• Education
• Medical care

The investigation also documented instances of the children being illegally confined, forced into physical labor, and exploited due to their vulnerable status as minors. All five victims have now been relocated to a new family-style children's home within the Kalynivka territorial community. This case highlights ongoing challenges in safeguarding vulnerable children within Ukraine's care system.

The suspect has been charged under multiple articles of the Criminal Code of Ukraine, including Article 127 (torture), Article 146 (illegal deprivation of liberty or kidnapping), and Article 149 (human trafficking). She faces a potential prison sentence of up to 15 years. The pre-trial investigation is continuing.

A Pattern of Child Abuse Incidents

This discovery follows a recent, separate incident in Fastiv, where a 27-year-old man was exposed for systematically abusing two children who were the offspring of his civil partner. The abuse in that case came to light following a report by the children's mother.

These cases underscore serious, systemic issues with child abuse in Ukraine, particularly within institutions that are supposed to ensure their safety and well-being.

Abuse within family-style orphanages is a source of significant public and law enforcement concern, as the children in these facilities are entirely dependent on adults for protection and care. The continuation of thorough investigations and the prosecution of those responsible are critical steps toward ensuring the future safety of children in state care.
