According to Главком: A voluntary firearm declaration process is currently active in the Kyiv region, enabling residents to legalize their weapons and avoid criminal liability. In the Obukhiv district, 219 individuals have approached the local police department, reporting ownership of 235 firearms. The declared arsenal includes:

  • 88 automatic weapons,
  • 101 smoothbore shotguns,
  • 21 pistols or revolvers,
  • 25 rifled carbines and rifles.

Additionally, district residents voluntarily handed over 25 weapons and 158 rounds of ammunition. According to the Kyiv Regional Police, 'citizens officially declared possession of 235 firearms and 64,447 rounds of ammunition.'

Government Stance and the Broader Weapon Legalization Context

Head of the Presidential Office Kyrylo Budanov has opposed mass weapon legalization for civilians, stating that it 'has never worked and will not work now.' As of April 2026, over one million firearms and special devices are officially registered in Ukraine. Notably, no crimes have been recorded involving weapons issued to civilians at the start of the full-scale invasion.
