Mykhailo Tsymbalyuk’s Stance on Mobilization Efforts
According to Главком: Ukrainian lawmaker Mykhailo Tsymbalyuk has argued that simply transferring mobilization duties from Territorial Recruitment Centers (TRCs) to the Ministry of Internal Affairs (MIA) will not address the core challenges. In his view, the main obstacle is the failure to enforce existing legal powers, not a lack of new ones. This debate comes as Ukraine continues to face mounting pressure to streamline its wartime conscription process.

Tsymbalyuk emphasized that local government bodies and military administrations must also be brought into the process to make mobilization more effective.

Additionally, Tsymbalyuk pointed out that locating individuals is a direct responsibility of the National Police, which should determine a person’s whereabouts, bring them to a station, and hand them over to the agency that initiated the search. 'This would relieve the TRCs of a heavy burden and take them off the streets. And we don’t even need to pass any new laws for that!' he added.
David Arakhamia, head of the 'Servant of the People' party faction, stated that updates to mobilization legislation are in their final stages. Meanwhile, Kyrylo Budanov, head of the President’s Office, noted that Ukraine has met the minimum mobilization plan over the past six months. Budanov also commented that 'difficulties in recruiting people for war, after the conflict has been ongoing for 12.5 years, are a completely natural development.'
As a result, Ukraine’s mobilization situation remains challenging. Experts believe that solving these issues will require a comprehensive approach and active involvement from various institutions.
