POLITDATA 2.0 Launches to Uncover Irregularities in Party Financing
Digital Transparency for Political Party Finances
According to НАЗК: At a forum organized by the Civil Network OPORA, the Head of the National Agency on Corruption Prevention's (NAZK) Secretariat, Ihor Khokhych, emphasized the critical need for transparency and the digitalization of political party financial reporting. He stressed that grassroots fundraising from a broad base of voters is essential to ensure party independence. A modernized system, POLITDATA 2.0, will become operational in 2025 to facilitate the oversight of political party financial disclosures.
POLITDATA 2.0 will provide transparency for party financial reports, and NAZK will use it to analyze and conduct logical-arithmetic checks on the submitted data. Ihor Khokhych noted:
“When we deal with stacks of paper documents, they are very difficult to sort through and analyze. In contrast, digitized data allows for the detection of anomalies. For example, when 40 people who are students or pensioners without corresponding incomes transfer 10,000 hryvnias each to a party's account within half an hour on the same day. This is what lies on the surface.” - Ihor Khokhych
The Head of the NAZK Secretariat also underscored that support for parties from hundreds of thousands of voters through small contributions ensures their autonomy. 'This is precisely the key that ensures a political party's maximum independence. When hundreds of thousands of voters support a party with small donations, they are essentially 'voting with their money.' This guarantees the party's independence, unlike situations where a single oligarch or foreign donor injects millions,' Ihor Khokhych pointed out. This initiative is part of Ukraine's broader anti-corruption reforms, which are crucial for its democratic development and Euro-Atlantic integration.

The forum, which served as a platform to discuss key challenges for electoral democracy following the full-scale war, was funded under an international development program by the government of the United Kingdom of Great Britain and Northern Ireland.
