The Ministry of Internal Affairs explained which documents replace a passport at service centers

Services at the Ministry of Internal Affairs service centers can be obtained by presenting a Ukrainian citizen passport for traveling abroad and a current extract of the place of registration. Registration for services is mandatory and can be done through the 'E-registration' system on the website of the Main Service Center of the Ministry of Internal Affairs or the 'E-registration' mobile application.

Additionally, various services can be accessed with a foreign passport, including taking exams, obtaining a driver's license, exchanging and renewing a driver's license, as well as registration actions with vehicles. When taking exams, it is necessary to have a medical certificate of fitness to drive vehicles of the respective category.
