Photo Renewal Rules for Passport Booklets

According to ХВИЛЯ: Ukraine’s State Migration Service has issued a reminder that holders of passport booklets who have turned 25 or 45 must update their photos. By law, individuals have just one month to affix a new picture, and failing to do so can result in a fine of up to 51 hryvnias. This applies to the traditional booklet-style passport, which does not expire but still requires periodic photo updates to remain valid.

Although the passport booklet itself has no expiration date, switching to an ID card becomes mandatory if the owner misses the one-month window for updating the photo, or if the document is damaged, lost, or stolen. Replacement is also necessary when personal details change, such as a surname or other identifying information.

Under Article 197 of the Code on Administrative Offenses, using an invalid passport may first lead to a warning. However, a second violation within a year carries financial penalties ranging from 17 to 51 hryvnias.

Faster Passport Processing Times

Ukraine’s Cabinet of Ministers has approved a measure to speed up passport processing, allowing urgent document issuance and exchange within 7 business days instead of the previous 10. This expedited service applies to urgent cases, such as replacing lost or stolen passports. Meanwhile, the standard procedure for first-time passport applications remains unchanged.

Keeping passport photos up to date is a critical step for ensuring the accuracy of citizens’ personal records. With new fines for late compliance, Ukrainians must pay close attention to these deadlines. The government’s move to accelerate passport processing also reflects its commitment to improving public services, particularly in urgent situations, which could help reduce wait times and boost the efficiency of migration offices.
