How to set up a Starlink terminal in Ukraine
According to Главком: A new stage of registering Starlink terminals has started in Ukraine. Citizens can certify their devices at the branches of 'Nova Poshta' or 'Ukrposhta', as well as at the Centers for Administrative Services (CNAP). A remote procedure is available for the registration of one device. However, if you need to register up to three terminals, you will need to bring them with you when visiting one of the specified institutions. This process aims to legalize the equipment and integrate it into the national accounting system.
The review of verification applications takes on average two days (48 hours). A separate document is issued for each Starlink terminal, after which the information is automatically sent to the Ministry of Digital Transformation of Ukraine. To complete the process, the operator must present the following package of documents and data:
- passport (internal, ID card, or foreign);
- Tax Identification Number (TIN);
- KIT number (serial number of the set);
- UTID and/or Dish ID;
- account number on the Starlink portal;
- link to the portal for checking this number.
Special procedure for military personnel
A separate secure channel for verifying terminals through the Delta system has been created for military users, so they do not need to contact the CNAP. Minister of Defense Mykhailo Fedorov highlighted the critical importance of the operational registration of Starlink terminals for the Armed Forces units. Satellite internet has become one of the key technological assets of the Ukrainian army in the context of full-scale war.

The government has also approved a resolution to implement a 'white list' for Starlink terminals, which indicates the systematization of accounting such equipment. This measure aims to enhance the security and control of satellite communication usage within the country.
Legalizing Starlink terminals is a significant step towards ensuring stable internet connectivity in Ukraine, especially in areas of active combat. The prioritized and simplified procedure for military personnel emphasizes the state focus on technological support for the army. The implementation of the 'white list' may also contribute to enhancing the reliability and manageability of the network.
