Mandatory technical inspection for passenger cars in Ukraine

The mandatory technical inspection for passenger cars is planned for 2024 in Ukraine. The Ministry of Communities, Territories, and Infrastructure intends to restore this practice, which currently applies only to commercial trucks and buses. An important aspect is also the change in the rules for checking used cars upon their import into the country, as the current certification procedure is deemed ineffective.

According to the new plans, the first technical inspection for personal vehicles will be conducted four years after the first registration, and subsequent inspections will take place every two years. For taxis and commercial vehicles, an annual inspection is planned from the moment of the first registration. Additionally, roadside technical control is also planned to be introduced.

Serhiy Derkach, a representative of the ministry, noted that mandatory technical control is a standard in European Union countries; however, its implementation in Ukraine may be politically challenging.

He emphasized that the current procedure for certifying used cars should be reviewed, as it has become not only ineffective but also often a corrupt tool without analogs in EU countries. Earlier, the Ministry of Infrastructure attempted to reinstate the mandatory technical inspection from 2022, but these changes were not approved.

Thus, the return of the mandatory technical inspection in Ukraine is an important initiative that, according to officials, aims to increase road safety and improve the quality of vehicle transport in the country.

The introduction of mandatory technical inspection for passenger cars in Ukraine becomes relevant in the context of enhancing road safety and improving the environmental situation. Considering European experience, the new rules may contribute to reducing the number of accidents and improving the condition of the vehicle fleet. However, their implementation will require efforts to overcome political and bureaucratic obstacles, as well as to reform the vehicle certification system, which is currently facing criticism.
