Allegations Against Oleksandr Serpukhov

According to Главком: Ivan Galenko, an officer of the Ukrainian National Guard's 'Azov' Brigade, has publicly accused Oleksandr Serpukhov, head of the Military Institute of Tank Forces, of unlawfully retaining his position since 2017. Galenko asserts this violates Ukrainian higher education law, which prohibits an individual from serving in such a role for more than two consecutive terms. These accusations highlight ongoing scrutiny over military appointments in Ukraine, a nation actively reforming its defense institutions while at war.

Oleksandr Serpukhov has led the Military Institute of Tank Forces since 2007. A graduate of the Kharkiv Guards Higher Tank Command School in 1981, he holds the rank of brigadier general in the Ukrainian Armed Forces. Serpukhov also participated in an anti-terrorist operation from September to December 2015.

Detention of Ruslan Tsalikov

In a separate development within Russia, former First Deputy Defense Minister Ruslan Tsalikov has been detained. The Russian Investigative Committee has initiated a criminal case against him on suspicion of forming a criminal organization. According to investigators, members of this group embezzled state budget funds between 2017 and 2024.

Ivan Galenko remarked: 'It is already 2026, and there are questions for both previous and current ministers of defense.'

This situation points to underlying tensions within Ukraine's military sphere, where questions about the legality of key appointments can impact institutional trust. Galenko's allegations against Serpukhov may spark a broader debate on management practices within Ukrainian military academies, particularly amid wider defense education reforms.
