Pension Reforms for Ukrainian Teachers in 2026

According to ХВИЛЯ: Starting January 1, 2026, Ukrainian educators will become eligible for a service-based pension upon reaching age 55 and accumulating at least 30 years of professional experience. These changes, enacted by Cabinet Resolution No. 1562, also permit periods of teaching abroad to be counted toward this service requirement. It is important to note, however, that pension payments will only commence after the teacher resigns from the qualifying position.

Key Conditions and Allowances

When applying for this service pension, a one-time grant equivalent to ten pensions will not be paid. For 2026, the maximum monthly service pension is capped at 25,950 hryvnias, which equals ten times the official subsistence minimum for disabled persons. The provision for counting foreign service will remain in effect during the period of martial law and for one year following its termination.

Insurance service is counted for work in positions listed in special government registers, as defined by Cabinet Resolutions No. 909 and No. 963. For foreign service to be recognized, the educator must have worked at an educational institution outside Ukraine (excluding Russia and countries under sanctions), maintained an annual teaching load of at least 180 hours, and had a formal contract or agreement.

Additionally, teachers receive salary supplements based on their length of service:

  • For 3 to 10 years of service - a 10% increase;
  • For 10 to 20 years - a 20% increase;
  • For over 20 years - a 30% increase.

These new pension rules for 2026 establish clear criteria that will significantly impact the retirement rights of Ukraine's educators. The reforms are part of broader efforts to improve conditions in a sector where low salaries have been a persistent challenge. By setting specific age and service thresholds, the government aims to provide more predictable long-term security for teachers, who play a vital role in the nation's future.
